Add joins in queue if account is connecting

Description
At server connection, IRC client tries to rejoin IRC channels. But at this time, minbif isn't connected to IM servers yet.
Solutions is to add joins in queue in the account is connecting. When the account has established connection, it flushes joins queue, and if connection fails, it sends an error message to user.
