Description
Admin of minbif may be able to set some parameters:
- enable_dcc: activate or no the DCC sender. If this is disabled, minbif only fetch files from IM, and tell user where to find it on filesystem.
- bind_addr: minbif can find itself his IP address, but admin may want to set a specific (if it is behind a NAT router, or something).
- port_range: the port-range used by minbif to listen a DCC connection.
